Job Summary:
Provides support to residents with day-to-day needs of daily life. Performs personal and housekeeping tasks to the degree a resident cannot do for themselves. Needs to be willing to become MED CERTIFIED within 90 days of employment.

Job Summary:
Operates and maintains a variety of types of heavy equipment used in the maintenance, repair and construction of the County Road and Bridge System, including class A trucks, graders, bulldozers, front end loaders, back hoes, dump trucks, crusher equipment, asphalt production and application equipment, snow removal equipment and sanding equipment.
EXPERIENCE REQUIRED:

Maintains and repairs light and heavy equipment owned by Boundary County, troubleshooting, diagnosing and determining the most effective and cost-efficient method of repair. Repairs drive train, mechanical, electrical, hydraulic and all other systems. Installs electrical and electronic equipment, fabricates parts and assists in the construction of special tools and equipment. Basic computer skills & computerized diagnostic equipment.

Job Duties:

Position: Communication Specialist

Position Summary:
Monitors radios and answers telephone, including 911 system, and relays accurate and pertinent information to appropriate agency or agencies necessary to ensure a rapid and effective response. Enters data on all wanted, missing or runaway persons, protection orders, vehicles, stolen firearms and other information into nationwide law enforcement database, and provides information to law enforcement officers in the field on license registration, warrants and dangerous suspects to ensure officer safety.
Experience Required:
Experience in computer operation, data processing and general office skills. Education or experience in law enforcement practices and procedures preferred. Must pass ILETS / NCIC entry and inquiry test within six months of employment and maintain ILETS certification annually. Must attend two-week Basic POST Dispatch Academy during first year of employment and one-week advanced POST Dispatch Academy within 36 months of employment and attend other classes and seminars as required. Must have excellent written and verbal communication skills, a clear, strong voice and the ability to remain composed and professional under extremely stressful situations. Must have strong organizational skills and the ability to perform numerous tasks simultaneously and with constant interruption. Under limited supervision of the Chief Deputy, a Civil Deputy Specialist performs a wide variety of detailed and defined duties relating to the legal process and service of court documents according to Idaho law, including Writs of Executions (attachment of wages, bank accounts, personal property, real property, evictions, etc.) Warrants of Distraint, Protection Orders, Child Sheltering Orders, Civil Process, etc. Civil Deputy Specialists must be organized, practical and diligent with time management as each court document received has its own timeline/deadline for preparing, processing, serving, maintaining, and returning.
POSITION FUNCTIONS

1. Sworn in by Sheriff as a Special Deputy to perform duties as prescribed by Idaho Code. These duties include serving lobby.

3. Must be able to read, interpret, & process legal documents received from Idaho court & courts or agencies from other states.

14. Have the ability to make professional phone calls and/or send emails to employers, banks, and defendants regarding
debt collection for executions and Warrants of Distraint.
15. Enters data in all software programs and multiple live computer programs used by the Sheriff’s office on a daily basis.
Audits and verifies information entered into the database.
16. Performs effectively and efficiently in stressful or emergency situations. Good communication skills and professionalism
are necessary when serving documents, working with the public or other professional offices, and while providing customer
service in person, via email or over the phone.
17. Capable of working with and coordinating with multiple departments or agencies within Boundary County and outside
the county or state, including; Court offices, Prosecutor’s office, Public Defender’s office, Auditor’s office, Treasurer’s office,
Bailiff’s office, County Assistance office, BOCC, Idaho State Industrial
18. Seeks guidance from the Sheriff’s Office Civil Attorney for any questions, problems, obstacles relating to procedure
legalities that arise, due to the high level of liability bestowed upon the Civil Section.
19. Maintains a positive, helpful, constructive attitude and working relationship with the department supervisor &
departmental employees, other County employees, Elected Officials, & the public. Ability to use tact, discretion, & courtesy
in interdepartmental, external agency, & public contacts, & to properly handle highly sensitive & confidential information
in a professional manner.
20. Evidence Custodian-The civil deputy functions as evidence custodian for the agency.
This requires intake of all evidence submitted by deputies after being seized in the field. Such evidence is logged in by the
handling road deputy/detective, entered into the agency computer systems, and physically stored in evidence lockers.
The civil deputy transfers the evidence to a secure evidence vault and processes a record of the evidence transfer
(chain-of-custody) into the agency computer systems as well as generating a hard-copy file. Evidence is stored depending on
type or may be immediately processed out for testing to any one of several state labs or labs elsewhere in the country.
Items processed by the Evidence Custodian also include all found property as well as property kept for safekeeping.
The evidence custodian is responsible for making sure the chain of custody is maintained on evidentiary items, that evidence
is processed and stored safely and correctly, and that all materials in evidence are eventually: (1) returned to the proper party,
(2) converted for agency use, (3) destroyed, or (4) stored for set periods or indefinitely.
21. Records Custodian-As records custodian for the sheriff’s office, the civil deputy handles multiple records requests daily.
By policy, regardless of the source, all requests must be in writing and handled only by the civil deputy as records custodian.
Although the records custodian must be completely conversant with the requirements of Idaho’s Public Records Act,
problematic issues as to whether certain records are exempt from disclosure or should be released, in whole or in part,
are reviewed by civil counsel for the sheriff’s office. By law, responses to a records request must be provided within ten (10)
business days of receipt (with some exceptions). Records request responses, whether they result in the release of records
or not, are drafted by the records custodian. Records include written, computerized, digital, audio, video (body cam
/ Building or jail security) all of which must be reviewed for redactions as mandated by Idaho Code or agency policy.
22. Abandoned / Towed Vehicles
The civil deputy is responsible for the processing of all abandoned/towed vehicles, and at times vehicles impounded as
stolen or as evidence. State law sets specific requirements and time limits for the processing of towed vehicles,
with the costs associated with the tow & storage of a vehicle to be borne by the sheriff’s office if it is established at a hearing
that all Idaho Code requirements for tow and storage were not met. The civil deputy reviews all tow paperwork, and prepares
all follow-up forms that must be mailed or served upon all interested parties while a vehicle is in storage. The Civil Deputy
also does all related vehicle inspections, and processes all certificates of title or other documents associated with
disposition of any towed vehicle.
Registered owners of a towed vehicle or any other third party entitled under state law may request a hearing to contest
probable cause for an agency directed tow/storage. The civil deputy is responsible for scheduling such hearing, presiding as
hearing officer, taking testimony, and issuing a written determination or ruling. If a vehicle is valued in excess of $750.00 &
remains unclaimed for a certain length of time while in storage after towing, the civil deputy is responsible for the auction
and sale of said vehicle, including drafting of all follow-up paperwork.

JOB SUMMARY
Supervise adult probationers to maximize adherence to court-imposed conditions, reduce risk to the community and to provide correctional treatment. Meets with probationers who are involved with the criminal justice system. Assess problem areas, including alcohol, drugs, domestic violence, mental health and history of non-compliance with Court ordered conditions. Submit reports to the Court, including sentencing alternatives, proposed revocation actions, or changes to current sentencing conditions. Provides supervision of probationers on probation and enforces Court ordered terms of probation. Position requires occasionally serving in an on-call status (24) twenty-four hours a day, and flexible work hours; including some evening and weekend shifts. Work involves regular communication with occasionally hostile or confrontational clients of family members, law enforcement, the public, treatment providers and community partners. Communication requires advanced de-escalation and effective listening skills.
POSITION FUNCTIONS
Performs ongoing case management functions to provide probation services to adult misdemeanor probationers, relating to Court-ordered conditions. Maintain an up-to-date file on all probationers with appropriate electronic and written documentation. Writes accurate and detailed case notes of all contacts involving probationers. Officer will prepare and submit affidavits and warrant requests to the Prosecutor and/or Court for probationers who violate probation terms and conditions. Officer will be responsible to notify the court through a report when the probationer has completed his/her Court-ordered conditions and if there is a request to convert to unsupervised probation. Attend Court proceedings. Prepare for and provide testimony as needed with respect to probationer progress, actions, observations and sentencing recommendations. Refer probationers to services available within the community to assist them with their needs. Meets with adult probationers on a regular basis and coordinates with the family, school and other agencies to monitor and assess the probationer's compliance with Court orders in various settings to include office meetings, field meetings, home visits and meetings in Court and the Jail. Administer, observe and collect substance use tests in close personal spaces. Utilize computer-based software/programs to maintain case notes, case plans, and maintain Level Service Inventories. Monitor and assess that client's complete any ordered community service, pay restitution and Court fees, and meet other obligations in a timely manner. Monitor compliance with unsupervised probation orders and complete affidavits as necessary. Conduct field and home checks, and searches of probationers, their personal property and their homes. Make home, school, field and work visits to monitor probation that may involve adverse or unconventional situations. Confront and redirects inappropriate behavior and attitudes and promote positive change. Enroll probationers in electronic monitoring and install monitoring equipment and maintain training for monitoring probationers under monitoring. Must be able to abide by confidentiality requirements and be able to demonstrate and maintain professional boundaries. Writes case closures and summaries and maintain proper record and file keeping. Comply with Interstate Compact as necessary. May respond to on-call from time to time to respond to after hour calls from law enforcement and emergencies. Provide support in the event it requires a response. May serve on local or regional committees such as the Child Abuse Task Force. Collaborates with law enforcement, Department of Health and Welfare, private providers, prosecutors, and attorneys to ensure a team approach in dealing with probationers and in confronting the issues of the probationer within the community. Attend regular staff meetings with the Probation Department. Exchange pertinent information related to policies and procedures, individual cases, or safety concerns. Support Probation staff by assisting with probationer contacts, urinalysis covering Court, or partnering with each other in potentially hazardous situations. Attend and complete annual training and education as required per state and department policy, and be willing to travel, when necessary, when training is out of town. Completes all other duties as assigned.

MINIMUM EDUCATION/QUALIFICATIONS REQUIRED
Bachelor's degree in criminal justice, social work or another field is preferred. Two (2) years experience working with probations, law enforcement, corrections, or closely related field; will consider an equivalent combination of education and/or experience. Must be (21) twenty one years of age. Must pass background check and substance abuse testing. Requires ability to attain Peace Officer Certification through Idaho Peace Officers Standrds and Training Academy (POST). within (1) one year of date of hire. Must be able to pass defensive tactics/ARCON training as required by Idaho Peace Officer Standards and Training (POST) and maintain annual training hours and certification. Ability to attain qualification through Idaho Peace Officer Standards and Training (POST) with a firearm and maintain minimum annual training hours is preferred. Ability to qualify with oleoresin capsicum spray (i.e. OC spray). Ability to be certified in First Aid, CPR, and Universal Precaution/Airborne Pathogens and maintain certifications. Ability to properly utilize hand cuffs and restraining devices. Excellent written and verbal communication skills. Must be able to possess and maintain a valid driver's license and must have reliable transportation. Must be willing to work irregular hours and be on call as directed. Skill in operation of personal computer and Microsoft Office Suite and be able to learn new operating systems used in job requirements. General understanding of the criminal justice system. Problem solving skill and be able to communicate in stressful situations.
TYPICALLY WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
Sitting with intermittant movement in an office environment, lifting of office supplies, talking and hearing (in person and on telephone), Memorizing and seeing documents. Manual dexterity to perform office functions (writing and typing). Lifting objects (greater than 40 lbs.), driving, crouching and walking: physically able to intervene in a hostile situation. May involve exposure to adverse weather conditions, potentially high risk environments, and unsanitary conditions.
